Android Silver is a program which puts the focus entirely on Google Play devices where quick updates and the pure Android experience is at top priority.
There is nothing wrong with the Nexus program except that phone manufacturers are selected on terms. With Android Silver, there will no longer be such a restriction and every manufacturer can produce their own ‘Nexus’ device.
While nothing is officially announced as of yet, @evleaks have got a great track record on being spot on with their reveals. If this is true, then the Nexus brand certainly ended well with the Nexus 5.
