At this point in time, we really do not see why they are still trying to keep it a secret. When the first rumors about the Bioshock: The Collection surfaced, nobody really gave it much though since it was spotted in two rating board sites in Europe.
Most people thought that it was a hoax but people are taking it more seriously now that it was spotted on the ESRB site. In the site, the Bioshock: The Collection was described as a collection of three FPS game “in which players assume the role of characters uncovering the mysteries behind the dystopian societies of Rapture and Columbia.”
2K have not made any announcement or confirmation yet but most people believe that the Bioshock: The Collection leak is real. The only detail we need now is the release date of the game.
