This is basically because the device purchased at the mega-retailer does not come with a full manufacturer warranty. Instead, it comes with a Walmart exclusive warranty.
The problem is that the refurbished iPhone or iPad will require a long waiting time to ship to the buyer. This eats up part of the warranty period and it poses high risk to the buyers.
So if you are planning to purchase refurbished iPhones or iPads, it is best for you to do so at Apple. It might not be as cheap as Walmart but it guarantees a good-working product.
