If we were to look at the ending of the Shadow of Mordor game, it does feel like the developers had every intention to make a sequel for the game. Then there was also all those talks about the developers planning to do more with the Nemesis system. However, there have not been any talks of a sequel coming our way.
All we have now are leaks and rumors but so far, nothing from the developer. The last time we heard of Shadow of Mordor 2 was when the game was seen listed in the resume of a stunt actress but that was it. The game was later taken out of the resume so we do not know if it is a mistake or they are trying to hide the game for a little longer.
Fans were hoping to see the game announce at one of the big game events this year but it never made it to any of the events.
